Yeah it's the 'sky' background from the opening cutscene where Croc is playing beach ball with the gobbos from Spring Island (from the first game) the island in the image is the sailor world because there is no complete spring world background, just edges of it's beachs (the beach model covers the background where the texture would be)
The strip runs around the edge of the world and is mapped onto a semi-sphere Razz
